Open Start > Settings > Privacy > Background apps
Disable all Background apps.

Disabling Windows Update:

Press Windows key + R
Type: services.msc
Hit Enter

Scroll down to Windows Update
Select it then right click it
Click Properties
Under the General tab, choose Startup type to DIsabled
Click Stop
Click Apply then OK

Also, check whats starting up with Windows.

Press Windows key + X
Click Task Manager
Click Startup tab
Disable all except Windows Defender.

Open Start, type: problem reports
Hit Enter

Delete any failed or pending reports.

Press Windows key + R
Type: msconfig
Hit Enter

Go to the services tab
Check the box, hide all Microsoft services

Disable the remaining services

Click Apply then OK

Restart if prompted

It appears that this "fix" does not address the cause of the problem, it only automates forcing the "restart anyway" step.

Please correct me if I am in error.

The steps did not resolve the problem. However they did prevent useful items such as Dropbox from restarting automatically after a restart.

Your steps probably did help me do some housekeeping that may have been beneficial.

I like it when Im editing a document and windows tells me to save my work before shutting down.  It sounds like this regedit defeats that desired behavior.  Nevertheless I tried it and it did not help.  The phantom application was still preventing shutdown after regedit, and restart.

I open Task Mgr and shut down Norton - Windows 10 then shuts down as it is supposed to.  Norton does not have any comments on this issue - I will pursue one of these days.

This is an ongoing and persistent issue.  See pictures. The App looks like the System or a System Service.  I f I wait a minute then it kicks me back into Windows the first 2 or 3 times I try to Shut Down.  I do not know what damage I might do should I press Restart Anyway. Laptop does have 1 TB flash drive and I worry that it is still updating the flash drive (Don't want to interrupt a system service).  If I was paranoid I would worry that a virus is saving or sending info.  Yikes!

My process for these pictures was shut down, take picture of shutdown screen, Ctrl Alt Delete, take picture of Task Manager screen.  Task Manager is the only App.  The rest are system services. Is there any way to isolate which System Service it is?

Pesky Details:  HP Pavilion Laptop, running Windows 10 and Kaspersky antivirus (18.0.0).   See specs below.

Turns out my problem was caused by the fingerprint scanner that no longer works.

I uninstalled the software for it and now I am good.
